If you are the CO of the squad, you have to wait until someone from HTC approves the noseart and makes it visible to everyone. Then, your squaddies will get the noseart and everyone will be able to see it. If your squaddies installed the noseart file manually, they'll have to delete that file and wait until the approved one gets pushed to them from HTC.
