Couple quick Qs/clarifications if ya don't mind BE:
-General Tournament Rule #7 - 25% fuel:  I doubt it will ever be necesary, but in the event it is, may participants agree upon using a greater amount of fuel so long as it's discussed, equaly agreed upon, and both participants are equaly laden upon takeoff?
-Disputes: you mention to contact the comitee directly via a private means with CCs made to all relevant and involved persons of the requested reviewing - is it to be assumed then that publicly raising the issue/accusation (*insert cat-fight smiley here*) before the commitee reviews and acts upon a decision is to be tolerated to any degree?  Or is, as I suspect with the clear intention with using private comms, the purpose to keep potential disputes in a private and civilized manner until after a decision has been issued?

25% fuel is the rule.  Even the lightly fueled I-16 can get to the fight and finish it before it runs out.

Disputes.  Yes, the private comms is a means of keeping it under control until:

- It's been decided there's a cause for a dispute by viewing the first players films
- The other player has been notified and films requested
- The committee has reviewed both players films and debated the facts
- A ruling has been made

While this process happens relatively quickly 50 pages a day can be added to the results thread while it's being played out.  This is where I've had to step in decisively in the past two tournnaments bypassing the committee to keep the results thread under control and hope I won't have to do that again.
