25% fuel is the rule. Even the lightly fueled I-16 can get to the fight and finish it before it runs out.
Disputes. Yes, the private comms is a means of keeping it under control until:
- It's been decided there's a cause for a dispute by viewing the first players films
- The other player has been notified and films requested
- The committee has reviewed both players films and debated the facts
- A ruling has been made
While this process happens relatively quickly 50 pages a day can be added to the results thread while it's being played out. This is where I've had to step in decisively in the past two tournnaments bypassing the committee to keep the results thread under control and hope I won't have to do that again.

About the disputes, thank you for the clarification, but I should of been more upfront with my question - will a participant(s) be punished/disqualified for raising a dispute
and making it public (on this thread/board)? Kind of comparing it to like HTC's rule on reporting cheaters - please do so frequently and freely via email, but nothing public on the BBS.
