Another thought: those glide bomb things they used to take out bridges in burma? was it and the naazees used to sink a couple of italian or greek or french, (brain failure,) cruisers in the med.  Steam locomotives would be nice too, lots of them.

Barrage balloons wouldn't really deter dive bombing as most bomb release points are above the usual altitudes of the barrage balloons.  What the balloons will would deter would be strafing runs over town and airfields, at the least make it a little more of a challenge.

Is anyone aware of a barage balloon taking out any planes during the war? If so, post details please. Always happy toto learn more. Otherwise I think its a fun idea with relevance more associated with the arcade version. I could be wrong, and if you get a kill for the target practice...

Looks like some are thinking of manned blimps or hot air balloons, but the OP seems to be talking about these:



Il2 has them and the cables will take your wing off.

Thats what I meant.  I don't know if they should be easy to shoot down though, thinking the bullets just pass through.  I was thinkng they might be interesting over ports and vh bases. Maybe they would use gobbs of computer power though.  The only source I looked at said their ceiling was 1500 meters.
