Custom Arena Bug?

While trying to create a custom arena I get a message that says "ALL ARENAS FULL". Any help would be appreciated.

I may have spoke to soon you were right I had the limit set to 30 for some reason. Put it back to 16 and it worked. Thank you for your help.
