That would explain why there is an F-4 in the foreground.

That aircraft had an interesting history, it was actualy an Il-76MD that was converted to a tanker for I think Iraq, and then it and its crew fled to Iran in '91 during the first gulf war, where they were short tankers/AWACs, so they kept it.  The Iraqis supposedly converted it to an AWACS/Tanker settup, and I think Iran at the time had no AWACs.
