Rocket, you may be making a demographic mistake by sticking to the hi usage period.
Judging from AW's experience, during the hi usage periods, the relativly stable base line arena occupation is bloated by "quick fixers" grabbing their weekly 2 hour casual fix. During these high occupation times the arenas become busy enough for strat systems to start taking effect, and subsequently the MA becomes more interesting for the "hard core" player too.
Quiet times, by contrast, are usualy shored up by dedicated fliers, who are often more than ready for a change of pace *and* are the types to specificaly put aside time and make dairy enteries for AH events.
The empirical proof of this is that you can surprise yourself by setting up an event on a "dull time" and still get 70% of your projected enlistment, whilst you can scream and shout on Ch.1 on a Friday night to advertise an event and still only get 80% of your target.
