eddiek, effective range of wirblwinds is really about 1.3k, osties maybe out to 1.5k. Past that, it just "oh, they're shooting at me. Well, I'll just zig zag a little, and I'll make it sure thing".

And 1500 yds will considerably reduce the ammount of time you actually spend IN the ack.

You guys are focusing on the wrong aspects. It would not be any where near accurate enough to be a sure kill. Certainly you cant HO with something like that. As usual some people jump to the ridiculous.

Its a rocket, will probably have the same flight characterisitcs of rockets (i.e., pretty damn accurate if you're familiar with them).

Not all the rockets in the game are modeled the same.  For example, the bazooka rockets on the P-38G/J are far more inaccurate than the HVARs on the P-38L.  The same would be of the Tiny Tim, yes, if you were practiced in firing it then you could achieve hits but that doesn't change it the fact it was rather inaccurate.

No, it doesn't change that fact. But Chalenge tries to make it sound as if it's effect would be negligible, or that they would be a rarity to see used correctly, which is rather unlikely.
