Question about flap damage

Is there a reason why when your flap gets shot off while its deployed, it still provides lift for your aircraft? You also can't retract the "flap" anymore and you're stuck flying with one flap stuck in the deployed position causing you to roll when the other flap is retracted. Is this a bug that never got fixed, or is it coded to work like this on purpose? It's not one specific plane either, I've had it happen in every plane I've flown.

Haven't tried em out, but do the flaps on a P-40 still fall off if you call them rude names?
