I think HTC already has some "random" chute failures modeled in for the troops (drunks) at least.
There I was, involved in a squad air mission to take a port a long time ago. The enemy was putting up a lot of resistance. We where able to get the upper hand but would not be able to hold it for long. We were out of bombs and low on ammo. They were running reinforcements from the spawn point and their vehicle hanger would pop back up any minute. It was one of those nail-biters that is beyond most furballers' ability to comprehend. Finally our goon arrives. He putts the goon on its left wingtip as he is dropping troops and then pulls into a tight turn to keep the troops close to the map room. The seventh or eighth drunk fell through the prop blast. He started to get a full chute but it then collapsed and he streamered to the ground. He actually hit the ground before the first troop landed. The drunk immediately before and after landed safely. Needless to say, the capture was a bust.
So either it is just ghosts in the machine or they have something going on already.
