It rarely gets below +10 degree's in northern Georgia but I'm still worried because i'm getting the same nitro car I had before for Christmas and it will require me to break in when its cold outside. I also wish to run it this Winter but know it will get much colder, and advice on winter preparation would be greatly appreciated.

(also with this buggy body the engine is partly sticking out of the frame so the fins are exposed to the air, will that cause problems when running or starting up?)

Use 10% nitro to break it in as well as run it. Tune for power and understand plastic hates cold. It turns brittle. Use plastidip on the receiver as well as the servos. It'll make them water repellant.
That's if the electronics aren't already waterproof?

When I had the first one they were enclosed in a little capsule on the side or I mean the receiver was, servo's looked normal but I can put some electrical tape on them to help it out

The capsule is just to keep dirt out usually. Hat I used to do was take all the electronics
and plug them into the rx and dip it in plastidip. It's the rubber stuff that
goes on tool handles like pliers when it dries. Just remember. If you break in with a low percent
nitro and go to a higher percent nitro you break in again.

I find myself with the problem that my buggies engine is sticking out of frame, and where can I get glow plugs for Exceed?

We used to use hair dryers to help start our RC airplanes' engines in cold weather.  But those were in my poor college kid days when I couldn't afford an electric starter to spin it.  That was hand propping.

If you have an electric starter, like Minke said, hotter plug and a little richer and you'll have no problem.
