Salute Perk Cost

How about when you salute someone, it transfers 1 or fewer perk points to the person being saluted to add meaning.

If I had a gun with 3 bullets and I was locked in a room with Bin Laden, Hitler, Saddam and Zipp...  I would shoot Zipp 3 times.

Saluting is already a Spamfest when Dallas is on.  It could be limited to only having the 1st salute to a player have cost but no transfer after the 1st one per 24 hour period, week or tour.

I well intentioned <S> to another player already means a lot, it's a show of respect and acknowledgement of skill or performance on the part of an worthy adversary.  Adding a perk or score value would just cheapen it.
