Using someones base skin?

I was reading the posts on skinning.  Some people can finish a skin "quickly" and some it takes a long time.  I know there are a variety of reasons. Some say making all the rivets is the long and hard part. Anyway, I have a couple of questions.
Let's say I want to do an approved B-17 skin. 
Can I use someone's base skin with all the rivets and structural details and then I add  the colors, decals etc?
Do I have to start compleyely from scratch and make all of the rivets becasue no one allows you to use their base skin?
Is there a library of base airframes that you can start from?
If you do use someone's base airframe is their certon protocal to go about?  EX: working with them, asking for permisson, etc?

Some players will share, but not many. Most are of the mind that they put in the work, so it's theirs. It's kinda like taking the "Mona Lisa" and changing the colors around a bit and calling it yours. not nice  :furious

What you do is open the default skin in an editor and go from there. Tracing lines and building rivet layers and such. This what takes so long about building a skins. Once you have the main layers done tho you can easily change colors, marking, and such and skin many planes of that type. Thats when it becomes quick and easy.

Read Krusty's tutorial. It's great way to get started.

doing the rivets is actually quite easy........takes no time at all...as a matter of fact if I set it up right I can rivet an entire plane in 1 second :D
