check in-game to be sure the elevators are keyed/assigned properly if they are then re-install the game. this will correct any accidental changes you made to the files. if you do re-install remember you will lose your settings and views. if you save those files you may be saving the problem also, so just take the time and re-do them instead of being lazy about it.
