The difference depends on how severe ENY is. No N1k, Bf 110 and Lancasters do restrict the landgrabbing horde somewhat, and as a player lving to hunt goons in a fast plane in a sector full of enemies, 5 D-2's are much less of a threat than 5 Ponies. They actually are less capable in the A2A role...
I'll concede it may make a difference in some relatively limited roles like your goon example, but I find it difficult to see that much difference between multitudes of lancs versus multitudes of other buffs, and there's plenty of high ENY stuff that will jabo all day.
It just seems to me to be a whine generator from both sides, either by restricting one country loyal set of players, or by not restricting a country loyal set of players that the other side feels should be restricted.
Perhaps it's a difference since the consolidation of the two arenas, we're seeing more situations where one side has a 40 to 50 man advantage, with no ENY and people see that as more of a problem than a 10 or 15 man advantage with no ENY in a smaller arena.
