You've never heard of anyone say "It's sad to say, but we need [insert harsh policy here]"?  They are agreeing with the policy and its harshness, but don't like the fact that there is a need to do it.  However, someone could, as you said, be genuinely saddened by the idea.

Language is difficult, it goes far beyond words, there are subtle complexities.  Some people, maybe due to lack of social interaction, are unable to carry on in a normal conversation...

The message in the sentence comes from the tone of the post, which in turn comes from context, which this post lacks.  Hence my confusion.

It's like writing:

"I ate babies."

That could mean many things when one considers tone.  The person could be celebrating victory by eating babies, or have recently found out, to their horror, that there last filet mignon was really little Francis Miller.
