A absolutely can blame the Russians for shooting down a civilian airliner. Not the least reason for which is they've done it several times. Korean Air alone lost two airplanes to Soviet Fighters. The airplane in question for our example, KAL 007 was also shot down by a fighter. Those cowboy-skis shot from the hip and killed an airliner bound for Seoul that was heading very much toward Seoul and also not over Russia. The airplane sank in the Sea of Japan. After they hit it with missiles. After the intercepting fighter shot at it with guns. After he verified it wasn't a military airplane but a 747. After which he didn't tell anyone before he shot the damn thing down.
Oh yeah, I can blame them. And I do.
Okay I didn't know that. Though it was shot down by SAM. And I didn't know that it happened more then ones.
