In "Options->Arena Setup->Environment->Arena Settings".  Select and open "ArenaFlags".  You will see the "Perk Points Disabled" option in the list.

LOL, this is the CUSTOM ARENAS forum...it would be redundant to ask "How do I xxx in a custom arena".

I used the unread posts since my last visit link and wasn't paying attention. 

I am also guilty of checking to see if there were any cheat codes for jets and stuff when I was a noob.

it's the Konami Code.

Konami used that for Contra and most of its other titles.
