m3/16 with 20mm

The M16, an anti-aircraft version of the M3 Half-track, could be equipped with single or double American made copies of the Hispano-Suiza auto-cannon. This variant of the M3 Half-track was used by US and Commonwealth forces late in the Second World War

Doesn't help the Allied tanks in Axis vs Allies settings.  Right now the Allied GVs have a much harder time with aircraft as the M16 is not nearly as effective as the Wirbelwind.  The Fw190F-8, Bf110G-2 and, soon, Ju87G-2 are all quite lethal to Shermans and T-34s.

T28E1 CGMC is the only version i see viable for the M3, it had a 37mm autocannon with 240 rounds and a pair of 50s.

Here's what you are looking for:
Twin 20mm Gun Motor Carriage T10E11-3
Date of first acceptance   March 1944   Total acceptances   110
(109 converted to MGMC M16)
Manufacturer   White Motor Co.   Crew   5 men


Basically the problem was the 20mm rounds were not in huge supply in europe, AAA units loved the M-16 for its firepower on the ground as well, later in the war Luftwaffe aircraft rarely existed so they simply converted rather then deal with the supply problem.

yes used by isreal but i saw that it was used by us late in war too.

Nope, 110 were made and 109 converted to M-16s.

 Read the link you supplied,it says it was tested for feasibility in 44 and then adopted by the Israeli army in 46.

As far as I can tell only four Skinks were built and only one of those saw combat (honestly, with only four built it is impressive that any saw combat).  The threat from the Luftwaffe vanished and with it the need for AA vehicles.  I understand it did well against enemy troops.
