No, I have gotten the 'You have been awarded Perks' message within a few minutes of logging in, having not flown a sortie yet.
..... but you were on that side the last time or two you were on and have not been on the other sides.
Seriously, why worry about reset perks. Many get more perks in one sortie and you would get in a reset.
