As far as I can tell it looks like we'll be able to use the AI in the custom arenas (CA) when the next update arrives. This will be a great for creating mini scenarios/campaigns and I think will see a lot of player created content brought to the game.
The icing on the cake would be if the person who creates the CA arena could somehow get a log of the events like they get in the FSOs. For example when creating the areana if the person was able to enter an email address, once the arena was shut down the log could be emailed to that address. Or possibly events could be logged on the person's computer as they happen (sort of like films are). It would make is so much easier to run multi-frame events.
