I think you might be missing something:
When you join a mission you get the default skin. You do not retain the skin you "selected" in the hangar. The mission already chooses the skin for you and it is always the default. There is no choice involved.
It's not about "forcing" people to use a skin. It's about allowing them to "choose" a skin as a group and retain it when they join a mission.
People often spend considerable effort to make skins for special events to aid in immersion. Players would like to use them, but we come up against an irritation.
We often have lots of "walk-ons" in special events. We want these people to have a good time, be immersed and leave having felt they were productive.
The quickest best way to bring them up to speed is have them join a mission. It works. It's good for everybody.
We need the missions more than we need the skins - but why not allow us to have both?

We agree! Unfortunately the current system doesn't allow you to choose the skin you want
AND join a mission. Note in the original post I raised a point about it being voluntary "with a pop-up message on joining the mission "accept skin?" It would be wonderful if such was the outcome. I would settle for any advance on what we have now though.
