When I fixed the problem last time i was running around 80 FPS, I went on a bombing run today and I tried to see through the clouds using my settings and iam back down to 20 fps, I hit default many times, when i hit default it jumped to 200+ then slowly back down to 30.  I was able to have water detail, ground detail , horizon, etc when i was at 80 fps, I do not know what I did. SOMEONE HELP

Sounds like you have vsync disabled.  You may want to enable it for a more stable/smoother game play.

If it made your fps drop to about 60, that's what it's supposed to do.  Depending on your monitors refresh rate. 
Your frame rate will be whatever your refresh rate is.

When you tried to "adjust your settings to see through the clouds", did you just change the settings in AH or also in the video card settings?  It may help if you also set the video card settings back to default, not just the graphic settings in AH.

Also, be advised that the Nvidia GT 610 is just a repackaged Nvidia GT 520 and you're not going to get very good performance or frame rate with the in game graphic settings set to maximum.

And...adjusting your graphic settings in attempt to give you an advantage by seeing through the clouds is very cheesy and a rather dweebish thing to do.
