Is a mistake a bug? I think this should read seconds instead of minutes?

I have received the same message when destroying convoys.  I believe that "600 Minutes"  really means "60 minutes".

I've got a raging clue that it means 600 seconds which is the same 600 seconds as the 10 minute interval between convoys.
