Making the camera travel with the bomb would be a VERY tricky shot to make in the film veiwer, but the second option you put is quite simple:
go to the time when the boms are falling. press F8 and then use the NumPad and arrows to position the camera to whichever coordinades and angle you want it to be in this shot, in this case overlooking the town I suppose.

Then click on Set Up Camera Shots, New Shot.
Make sure to select World Relative on "Shot type".
now you can click on "grab all" in both starting and ending camera (which is like before and after) positions.
on the "ending camera" remember to CHANGE THE DURATION, to whatever you want, if you feel like it will take 30 seconds set it to 30 and so on.
To test the shot you can now click on "play shot". if you feel like it didnt come out well, just click "Go to start" and make the changes you want. you can do it manually using the numpad, arrows and pressing grab all or you can change the numbers in each information box and test at will.
This should result in a simple static camera that captures during a period of time you set up.
