possible Spit 14 bug

At somewhere around 26-27k, you can reduce your RPMs to zero and the plane loses no power.  Your fuel consumption goes way down but the RPM dial does not move.  At 28-29k (if memory serves) and below 26k, reducing the RPMs affects your gauge and there is a corresponding loss of power.

Not exactly. The rpm control does not have the same influence at that altitude and will not allow you to reduce the rpm as far. So the aircraft still has significant power.
