I don't think bringing in as many people is always a good thing. When does a mission become a horde? Your basically asking for a "horde lamp" to be lit.
Far too many people just load up a bunch of players and count on numbers to get the job done. Even when they KNOW they have more than enough people the continue to add players to the original plan and make a bigger horde. What is needed are restrictions to force players to split the horde. Zone ENY, or just flat out plane limits launching from a single base at a time.
The "Generals" have proven that they will not restrict the horde, but joyfully add to it. The game needs some sort of restriction to do it.
If they implemented the Zone ENY or base limit thing, it won't bother earl's missions one bit. Most of the times he puts together missions that upped from different bases, and the last time I was able to participate in his missions, would hit more than one base.
Best way to add restriction would be to setup something like WWIIOL. Base has a limit on planes, and even a limited supply (this is due to squadron strength for them) . So if they are shot down, it takes a little while before they are replaced. Now I'm not saying that we go to the length of waiting that WWIIOL has (which is 6 hours if I remember correctly), but maybe a 15 minute wait after a plane is shot down before it's available again? So in other words, 35 planes available, 35 people up and "locks" the field until they return or are shot down. If someone is shot down, it will be 15 minutes (or less, if at all) before that plane is available again. I tossed out an idea based on your statement, "...just flat out plane limits launching from a single base at a time." that you made.

It would fit I think.
