I don't think we are the best folks to make that decision Zig. HT and Pyro will make that decision based on their vast experience and their investment in the project. I doubt we have the kind of consistently high numbers Pyro is looking for quite yet. We are definately getting there though.
The WORST thing HTC could do would be to go to multiple arenas too early. Been there, seen that, didn't work. And when I say "worst thing" I mean worst for a true HA, not just AH in general. Unless you really have enough people and resources to do it right, doing an HA too early will kill it or delay it much longer than need be IMHO.
Be patient guys, trust Pyro and HT a little on this one. You know that Pyro and HT want to see an HA done right... they love this stuff as much as we do! They just have to make sure they do it right; after all, it's their livelyhoods and investment riding on it.
In the mean time, the best thing we can do to try to get to the HA is recruit folks! Do everything you can to help newbies. Entice your friends and aquaintances to try the game. Recruit, recruit, recruit! Every player we get that stays and pays puts us one step closer to the goal of an HA.
