What is being described amounts to resource issues. Your computer has a CPU barely above the recommended minimum and the Intel video chip is the slowest you could have.
In "Video Settings".
1) Set the "Maximum Texture Size" to 128.
2) Anti-aliasing must be set to none.
3) Make sure the filed of view is set to "Auto".
4) Set the game resolution to 1366x768.
In the games Options->Graphic Details
1) Check all options with the word "Disable" in them.
2) Make sure "Enable Ground Clutter" is not checked.
3) Set the "Ground Detail Range" slider close to the 0.5 mile setting to the right.
In the games Options->Graphic Detail->Advanced panel
1) Uncheck everything, except "Detailed Water".
That should help improve the performance of the game.
As the CPU is the bare minimum to run the game, you need to make sure absolutely nothing is running in the background. Each active process will dramatically impact the performance of the game on that computer. If you run iTunes, or anything from Intuit, or Norton, or McAfee, then your performance is going suffer in the game.
In the Windows Task Manger, under the "Processes" tab, make sure the CPU activity is at 0, all the time, in order to get the most performance you can from this computer. Make sure you disable any power management as well.
The last update added "bump mapping" to the bomber drones. So if you are a bomber pilot, and you have "Bump Mapping" enabled, then you could see a performance drop. But you should never use "Bump Mapping" with an Intel video chip.
