New fuel metric for turn performance

Use fuel per "time to fly" rather than tankage %.  IE "time remaining" as on e6b.

E.G.  15 minutes for a Mk.XVI is not equivalent to 15 minutes for P47 or 410.

No, that's just flight time.  I mean using flight time as the fuel metric in turning circle performance.  It would have e.g. all planes compared on 20 minutes' worth of fuel, instead of on each one's 25% or 50% tankage.  Outlined in red:
