You obviously have never driven any kind of vehicle with a manual transmission. When climbing a hill, you're going to shift down instead of lugging all the way up a hill. The current system does not do that. Instead it fluctuates back and forth between two gears. I fail to see how anyone can abuse having a manual transmission.
As I mentioned, I have not done much gv'ing since the big update, but I slowly have gotten back into them. I've asked around, and no one can really tell me how to do what I describe with the automatics, but I am trying to learn. So, if you can help, please let me know.

My car is a manual, just by the way.
And you can do that now. Just hit the S key until it downshifts.
On the right side of the reticle in commander view, the number indicates the speed the tank will try to hold. When you floor it, you see it change to "F", for full. This means the tank will try to maintain its top speed, and will thus upshift when it reaches the set RPM's, regardless of the situation. This is why you're experiencing fluxuation in gears, as it will downshift after it slows, use the lower gear to build up speed, and then upshift again because the settings say its time to do so.
Right around 15-16mph seems to be the edge of a gear (in panzers, anyway), and is typically what I find myself climbing hills at.
