It's a nice feature of the film viewer. Use the Tab key to select the bandit then F11 to padlock.

You can also use padlock in game, although it takes some getting used to in dogfighting if you're accustomed to using the hat switch.

Padlock in game tends to limit your SA. Here's an example of padlock in film.
