Why not consider if the Radar is down for any base. Then the darbar in all the sectors covered by that base is also down as well.
Picture a keypad. If the base is at #5 and the dar ring touches inside sectors 7 8 9, 4 5 6, 1 2 3...drop the radar at #5...then no base radar and no darbar in those sectors as well. The down time could be adjusted by having two down timers one for base radar & another dar darbar.
