The current penalty does a pretty good job at walking the fine line between preventing (and punishing) unwanted behavior and not putting excessive punishment on inadvertent occurrences. If you're prone to try and clear somebody's 12 so you can get a kill, you're probably willing to give up 1/2 your ammo to do it. Having guns jam is a pretty stiff price to pay for an accidental occurrence, but it's less severe than blowing up and at least I get to try and make it home. Of the two, I like the gun jamming better.
