One of the reasons why I like shopping through Amazon, far easier to return defective items.  You can call up NewEgg and tell them you contacted EVGA and they told you they could send you an RMA under the warranty but that it could take 6-8 weeks and you don't want to wait that long and you wish to return the item for a full refund.  Had to do that once to get a refund on a defective sound card I got through NewEgg.

Things that are DOA are ok to return to the place of purchase usually.

amusingly, contacting newegg support could answer that and other questions for you...there is even a (surprise), faq.

well there's a hint. bet you're not getting that many amps through your +12v rail.

It won't need anywhere near that to boot.  Its DOA.

Don't be nasty, it's hard enough already to get a doa vid card. I tell from experience: scrambled pixels from the very start, impossible to even look at the bios settings through the mosaic...

But first he really needs to try it with a PSU that can supply the power it needs. Often devices need a peak of power just on boot so it may appear dead just because it fails self test during startup.

I have to disagree with that, although I may well be wrong. All the video cards I have met so far have at least given a notice of insufficient power. IIRC all of the ones I've been testing have been able to boot to the desktop with any power, as long as there has been a plug installed from the PSU to the GPU. The restrictions have shown only after trying some more serious efforts than just showing the Desktop. Again, I may be outdated concerning this matter.

Bizman, if your +12v rail is putting out close to the amps needed by the graphics card, it will boot and depending on the card you may just get a low power warning and/or the card will cause some weirdness with the system. on the other hand if the +12v rail is putting out ~1/2 the power needed, the card won't power up.

in Kenne's case, his card needs a minimum of 30 amps continuous and his dual 12v rail power supply is only putting out 17 amps on one rail and 18 amps on the other. if he could get ~25-26 amps on one of those rails, it would at least power up.
