http://www.newegg.com/Product/Product.aspx?Item=N82E16811121001

My budget is $1,100.

I reckon I'll keep the hard drive, disc drive, and case at least, but I will leave that up to you knowledgeable folks.

I wish I knew enough about this stuff to not have to pester you guys, but I really want this one to work good. I specifically want this rig to run Star Citizen as well as possible. If it is highly recommended, I may be able to continue saving money, if not I'll go with the best I can afford.

Here is a post at Star Citizen to give you a rough idea of what it'll take: https://forums.robertsspaceindustries.com/discussion/22025/guide-to-can-my-pc-laptop-run-star-citizen/p1

Fire away, if you please.

Mar that PSU might be reusable depending on your video card choice!

check the 12 volt line and see how many amps it supplies and make sure the vidcard doesnt exceed it.

I am not a  aclaimed expert on this but it looks like your are going to bottleneck yourself with your cpu.   I came up with this set up  which will last you a lot longer for less money.   Should last you for the next 5 years. THe setup that you have might be out of date when the new graphics get added.

http://pcpartpicker.com/parts/partlist/   I run this setup with 32G of ram and have no problems at all.

Try this  http://pcpartpicker.com/parts/partlist/

You can link that site to your heart's content.   The bottom line is that either you A.) have to register there, to possibly see it or B.) start at the beginning.

Another thing I missed, I have a Sound Blaster Audigy but the thing's been so quirky I'd rather have a new one. 5.1 surround at least.

Another thing I'm ignorant about, how will win7 professional like me installing it on the new config?

What was the year you planned that setup? Most of that should be on the second/third hand market already. I don't mean they wouldn't be able to run AH quite well, but they definitely are dated!

You might want to use a tool like pcpartpicker mentioned by wpeters for planning a new rig, or you might as well want to build a retro thing out of abandoned components. Your budget looks more like you were after a modern computer, though.
