Visual bug to be reported or just Lag?

Last night sitting on the runway I looked over at my squad mate's landing gear and the wheel was slowly turning while his engine was off.

Is this a bug, or like planes sitting still on the runway hopping up and down, his wheel is simply showing lag in his connection?

I took part in a Jayro mission and myself and many others watched Jayro's Corsair levitate straight up and then disappear.
