Both.

Modern watercooling systems are compact in size and sealed for easy operation. Small, cool and relatively quiet. Remember, the coolant has to be cooled somewhere with a fan! Stories have been told, also here, that the blocks may crack causing a small leak both compromising electronics and decreasing cooling efficiency. A well breathing case with slowly rotating large fans can be as quiet with less potential hazard.

I use a Cooler master H80 to water cool my i5-2500k @4.8GHZ. I've been running it for about 2 years so far without any issues. It is super easy to install and it is a maintenance free unit. It has three adjustable speeds but you have to go into the case and manually press the button on the cooler to select a speed. Mine just stays on low and I couldn't be happier.
