Modern watercooling systems are compact in size and sealed for easy operation. Small, cool and relatively quiet. Remember, the coolant has to be cooled somewhere with a fan! Stories have been told, also here, that the blocks may crack causing a small leak both compromising electronics and decreasing cooling efficiency. A well breathing case with slowly rotating large fans can be as quiet with less potential hazard.
