3) Someone who doesn't have the time or interest - or brain - to learn how to use the radio. Not so long ago there was a newish guy with a star trying to teach the basics to his friend on green. Funny thing the friend never answered, probably didn't even know how. Nevertheless, the guy kept typing his advice on every second line. After quite some time I PM'd him, which he first answered on green until he managed to grasp my advice about how to PM and leave the public channel for more game oriented purposes. We then had a nice lengthy private conversation.

If its a positive wtg or good shot PM then take the time to spell the name and answer

If its a whining crying pm.....do it on 200

 Never had PM from stranger that wasn't whiny, crying, slobbering(donkeys?) or egomaniacal. Some were so childish..from grown men..you know who you are...

Didn't realize it was a PM because the text color is almost identical to 200 and they are too distracted fighting to look closely?  Can we change the text color?
