FSO map bugged?

Even offline I can't takeoff on the Germanyw terrain. I get the "Flight disabled for your country." message. It is for all countries on this map.

if flight is disabled in offline mode check your arena settings.
if it's not set to country can fly then you can't

What do I check exactly? I don't use CM tools in offline.

Options > Arena Setup > Environment > Arena Settings > CountryFlags[country]

and to make sure all planes are enabled at all fields, type the following into the chat buffer:   .eplane 0 0

Wait.  Training moment.  That picture is how CMs see the game.  If you PM us and say: "Can I up?"  We say:  "What country?"  Cause we see: "Country Can Fly Bishops (Knights) or (Rooks).
