Sound issues

I just installed a new sound card and get static coming across the speakers now and then, especially noticeable when there is no sound being played. It is not constant, comes and goes like it may be a transmission or something. I tapped the microphone and do not get any feedback that I can hear from that. I believe I disabled the on board sound in the cmos or bios or what have you when I installed it. Then I saw something called AMD High Definition Audio Device in the device manager as well as my sound card. No Idea what that was, I have disabled it now; but the sound works, yet the static continues off and on. Any ideas about why this might be?

Are the speakers amplified and in close proximity to your monitor? Are your speaker wires running parallel to other wires carrying house current? Is your PSU old, or not high quality?

The AMD High Definition Audio is the device that sends the audio through the HDMI and Display Port connections on a Radeon video card.  You can disable it in the device manager.  If its anything like the NVidia High Definition Audio Device, it can cause some conflicts.

I believe it has a COOLMAX CUL-750B PS that came with it in 2012. Just an out of the box computer sound system, don't think it is amplified in any way, though the front speakers are near the sub woofer thingy (is that what makes all the bass) if that would do anything? The rear speaker wires pass near the power strip where everything is plugged in, but I only hear the static from the two front speakers it seems. Oh, the front speakers and Woofer sit on a shelf above the monitor, but I don't remember it bothering it before, it been like that for a few years now, and only seemed to start with the new card.

is it just static or a high pitch sound.  when my power supply went out that was the first sign.  a couple of other guys had the same problem and it was the power supply.

Hmm, more like how wind sounds over an open mic. It is low and fades out.

Now that you all mention PS, I have added a second Hard drive, a second video card, and the new sound card all in the last few weeks. How do I check to see if it is maybe too weak?

If you are pulling anything more than 200 Watts from your PSU then it is beyond its efficiency curve. Coolmax reports that PSU to be a 750 W unit, but it is really a 450 W unit. I suspect that is the problem. The first sign of a failing PSU is audio anomalies, followed by data loss, and finally hardware failure.
