There is nothing wrong with the Vehicles in Aces High. It has been said time and time again that .50 caliber rounds really can chop through armor plate that is capable of deflecting a 75mm AP round that comes out of a Panzers main gun.
I mean, honestly folks. There are well-documented cases of individual soldiers killing tanks with their .45 caliber pistols. Since it is well known and documented that the .50 caliber round is such a potent anti-armor weapon, why would you not expect the Ostwind's 37mm cannon to be even more potent? Obviously, the 75mm tank shell is to large and unwieldy to do a whole lot of damage to a well armored tank, but the smaller shells pack much more punch per square nanometer, thus their greater ability to kill an armored target.
As far as killing "unarmored" targets with the Panzers main gun- why would you even think you could do that? If you load the AP round it SHOULD go straight through the thing, of course not doing any damage on the way through. The HE round wouldn't do any damage because the vehicles are carefully maintained, and it is ensured that there are no flammable materials on board the vehicles. Plus, it would probably bounce right off, since it's kinetic energy is only on the order of 1g per nanometer cubed. Compare this value to the .50 caliber rounds kinetic energy of 1,547 kg per nanometer cubed, and the Hispano 20mm rounds energy of 5,683 kg per nanometer cubed. Small wonder that the Panzer has such a tough time against other vehicles, not to mention airplanes.
