That's an euphemism.
See the front line radar or AA factories on Ndisles. They are constantly flat even without having the bases captured next to them. Because you can't even see them coming. Tracking darbars doesn't help much, because there's a lot of darbars next to it anyway. You never know when he next 30k B-17 is making it's approach. The short warning time makes it impossible to intercept them even at much lower altitudes, unless you fly constant CAP. Unfortunately it only takes 1 raider within three hours to wreck a factory. And there are several of them all over.
No chance.
Yes, there IS a bigger diversity of planes attacking the factories, but only it's so friggin easy now (And I say that as a bomber pilot). Not speaking of entirely unstoppable JABO suicide runs.
Little risk compare to the massive effect it has on the opposing side, country wide.
And again, my biggest beef is the lack of important large area targets suitable for larger raids, where risk, effort and return of investment are somewhat balanced. One single heavy formation severely cripples a factory, two bring it to 0. One B-29 formation will bring City from 100% to 40%.
For me personally, AH was nothing but saved by the introduction of
working central strats years ago. Especially on large maps I thoroughly enjoyed the high altitude combat against escorted raid when flying a fighter, or going out to raid them myself (As a matter of fact, I spend a LOT more of my gaming time doing exactly the latter one).
