You should look at your bill or online service page for your ISP, and see what package you have, it's usually described in terms of megaBITS up and down capability. I'm sure you know already, but there is 8 bits in a byte, so when you see download speeds in megaBYTES on your PC, they'll typically max out at 1/8th the number that you ISP tells you in these terms. IE if you have a 10 megabit down service, you'll typically see a max speed of 1.2 ish megabytes/sec in your download bar in windows or your torrents/whatever you use for downloading stuff.
Like others said, you should go to the speed test site everybody and their dog uses,

Run the test a few times automatically and see the results, and then pick a few random servers manually and do the same. You'll eventually find one that connects well with your home connection, and will max it out. When you see this happening, just compare it to your package you're paying for. Just be aware there are TONS of factors involved in your speed, and getting what you're paying for. Skuzzy knows more about this I think than almost anybody here, you may want to PM him and ask him to look at your connex, or send him some traceroutes or speedtests and the like, if you think your ISP is slowing your service down deliberately. I doubt this is happening to be honest, some cable companies will oversell their networks and they'll become saturated, which is in effect doing the same thing, just in a non selective manner, but that's another issue.
