Order Map illistrator or photo shop

I see some great maps by some CiC.  What do you use for making maps?  Anything for the IPads ?

I've used photoshop and MS Paint.

Not sure of anything for the apples other than.. um.. photoshop.. :)

Basically, anything that can add text and drawings to a background image will work.
