If I remember correctly, it's because the mission is based off of the in game time. When "the moon is up" the in arena time is close to skipping a 12 hour gap so all missions are disabled during that time. It's something like that... or maybe it was because the time set aside for joining the mission would cross this threshold...

Wow I didn't think that would have had an effect on the mission, quite interesting I might say.

It was something along those lines but I don't know for sure. I do know it is related to the time of day somehow.
