Is there an F Mode key on the keyboard?  Sounds like the keys are disabled.

To every man upon this earth, death cometh soon or late.
And how can man die better, than facing fearful odds.
For the ashes of his fathers and the temples of his Gods."

As has been said, it's most likely the need to use the FN key. There might be a check box somewhere in the settings for choosing the primary function of the F1-F12 keys. Unfortunately I can't tell the exact location or application, but the Control Panel might be a good place to start searching. Also, the Taskbar apps might contain something related. Every PC maker has their own utilities, a quick search gave this answer: http://answers.microsoft.com/en-us/windows/forum/windows_7-hardware/how-do-i-change-the-function-key-settings/e542b094-ebf5-441f-93da-80367ac15b07?auth=1.
