Some cases you are correct but come on lets use some common sense.  I haven't flown in a few months and return to this on like my 5th sortie.  Maybe cancel the account all together and wait for AH replacement.  Historically its gonna happen.  Then where ya gonna moderate!

Being moderated for using foul language isn't the cause of people leaving the game, however, people get tired of other people (like you) using foul language and leave.  So, you're partially correct and at the same time part of the problem.
