resupplying damaged HQ

What happens when the HQ is damaged but not destroyed, can supplies negate the damage done?  How long does the current damage and/or semi-repaired damage stay damaged?

Say the HQ is hit with 20,000 lbs of damage.  How long does that damage last and what effect do supplies have?

Supplies effect only destroyed structures.
All damage applied to an object stays for half basic (unmodified) downtime.

Half basic downtime?   So the HQ would stay damaged for 2.5 minutes?
