Semp, I specifically left it out, I just forgot to write that sentence - again, budget was blown already, and so many "IT" people say that it isn't necessary. Of course, the first PC I built without one, something came along about a week into it where I was forced to hit the local PC shop and buy one, and I still put one in every build I do - again, I was trying to skimp wherever I could to try and hit the 700$USD, and I still failed, and failed with a sub-par video card. I could have put an AMD card in, there are some that are cheaper than the 960 just slightly that outperform it IIRC, but it's so card to card in that range. IMO 970 is the absolute bottom anyone should bother with at this point, and in a short time it's going to be getting stretched to the limit.
My "AH" dedicated box and workstation has my oldest PC, and it has 2 980s, and I run just one for AH as SLI never seemed to make any diff with the lack of an nvidia produced profile, and even the 980 in AH3, while working fantastic, I can see times off in the future with everything at max and a ton of cons over tank town or ships/ack are going to drag me into FPS zones I don't like (ie sub 50).
I'd still recommend going used and getting what would be a 1000$USD ish machine with a 970 at least for 700$USD, I see them around, as well as the components to make one around often enough.
I've seen others better at this here, especially with the best bang/$ lower end stuff make some pretty amazing builds for prices I wouldn't thought possible, I'm waiting to see them in this thread, as I'm pretty generic when it comes to picking stuff. It was actually a pretty fun challenge to try and hit that 700$, and Semp's advice re a cheaper 0S could save enough to make it a little closer - maybe a cheaper PSU too - it might be possible with tweaks to get that system at 700$, but IMO it's impossible with a video card with the power that's essentially a necessity for modern games, IMO.
